A Goal Programming Model to Guide Decision-Making Processes towards Conservation Consensuses

In this paper we propose a goal programming model that provides consensual aggregated solution minimizing conflicts to guide multi-stakeholder decision-making processes and generates information regarding stakeholder groups be exploited for negotiation purposes. This permits quantify variations in when the relative contribution of each criteria changes gives insight strategies with application conservation areas. A dataset case study Meseta Ibérica Biosphere Reserve (Portugal-Spain) was used test validate model. Fifty people belonging four (scientists, government, farmers businesspersons) assessed 20 management objectives dimensions: conservation, logistical support, development, governance. The results showed highest found fauna flora, education, guarantees while most conflictive were scientists farmers. proposed substantially reduced global intergroup associated same objectives, modelling weights assigned objective dimension find consensual/least solutions. can useful tool improve complex areas strong between stakeholders, such as transboundary biosphere reserves.
